The discipline of efficiently managing working capital is fundamental in all businesses and this covers both cash in and cash out. A well run business should be in control of its cash at all times - good and bad - as cash is the cornerstone of a sound enterprise.

Unwieldy legislation, generating more bureaucracy, would be a bad move and we are in a 'black hole' scenario if this is required.
